Limits on birth tourism visas
This bill would create new rules to stop birth tourism. It would make people seeking entry on a B (tourist) visa inadmissible if they seek to have a child in the United States mainly to get U.S. citizenship. It would also make noncitizens deportable if they entered to engage in birth tourism. Birth tourism would be decided by the Secretary of Homeland Security, the Secretary of State, or a consular officer. The definition would include entering mainly to obtain citizenship for a child, or being likely to give birth within 10 months of entry and thereby likely secure citizenship for the child. The rule would take effect upon enactment.
