New gun rules for domestic violence orders
This bill would bar people subject to a covered domestic violence court order from having, receiving, or buying firearms or ammunition while the order lasts. It would also make it illegal to sell or transfer a gun to someone under such an order and revoke any purchase or carry permit for the same period. If served, the person would have to surrender all firearms and ammunition or have them removed within 24 hours and file a sworn, itemized receipt with the court within 48 hours. Law enforcement would store firearms safely and must run a background check within 7 days after the order ends before returning guns if the person is not legally prohibited.
Federal grants and background-check updates
This bill would create a federal grant program run by the Attorney General to help States, tribes, and local governments implement firearm-surrender and removal policies. Grants could pay for safe storage of firearms and ammunition, law enforcement work, and partnerships with domestic violence service providers, including culturally specific groups. Applicants would have to include an action plan showing the required partnership. The bill would also update federal background-check law to use the new "covered domestic violence court order" term. Funding is authorized as "such sums as are necessary."

The bill would add stalking to the misdemeanor crime-of-domestic-violence definition.
