National Guard job and training pilot

If enacted, the bill would require a joint feasibility study by the Chief of the National Guard Bureau and the CEO of the Corporation for National and Community Service, due not later than 1 year after enactment. After the study ends, those officials would establish a pilot program informed by the study. The pilot would test a nationwide job and training pipeline for part‑time National Guard and Reserve members and would fund four core activities: protecting critical infrastructure (transportation, energy, communications, and water); building cybersecurity support for local and Tribal governments, schools, colleges, and nonprofits; improving disaster preparedness and community resilience; and connecting members to structured career pathways, addressing economic insecurity, and supporting workforce stability through programs under the national service laws. The study would examine needed procedural and service‑term changes, expected participation and quantifiable benefits, financial and administrative costs, the share of reserve members without stable full‑time jobs, a design framework, and whether the pipeline helps military spouses and dependents.
