- Members, Delegates, and Resident Commissioners: Named Members must personally appear in the House well for a public reading of the name, amount owed, and repayment status no earlier than 14 days after the Clerk receives the report and at the earliest date they are available. Failure to comply within 30 days removes access to committee activities and leadership duties until they comply.
- Former Members: A former Member named in the report cannot enter the Hall of the House or associated rooms until they repay the Treasury. After repayment the Clerk can restore access and assist with the public reading as if the person were a Member.
- House operations and enforcement: The Office of Congressional Workplace Rights must transmit its report to the Clerk and the Sergeant-at-Arms and the Clerk must notify leadership and committee chairs if a Member fails to comply after 30 days. The Committee on Ethics may separately investigate failures to comply or material deception.

Public naming and penalties for Members
If adopted, the Office of Congressional Workplace Rights report would be sent to the Clerk and to each current Member and former Member the report says must repay the Treasury. Members named would have to appear in the House well while the Clerk publicly reads their name, the payment amount, whether repayment is complete, and related report details. The reading could not happen earlier than 14 days after the Clerk gets the report and would be scheduled on the earliest date after the Member says they are available. If a Member does not appear within 30 days after receiving the report, they would stop committee work and certain leadership duties until they comply, the Clerk would notify House leaders and committee chairs, and the Committee on Ethics could separately investigate failures or material deception.
Former Members barred from House Hall
If adopted, a former Member named in the report would not be allowed into the Hall of the House or rooms leading to it until they repay the amounts the Treasury paid that the report refers to. Once the former Member completes repayment and carries out the public reading like a current Member, their admission privileges could be restored under House rules and the Clerk would notify the Sergeant-at-Arms. The Clerk would assist the former Member with the reading and may admit the former Member if admission is needed to carry out the public reading.
