Summary
This bill would commemorate the 51st anniversary of Black April and the Fall of Saigon. The resolution would recognize the forced displacement that followed April 30, 1975 and highlight evacuation missions such as Frequent Wind, Babylift, New Life, and New Arrivals. It would honor more than 2.3 million Vietnamese Americans and the service and sacrifice of U.S. forces and the Army of the Republic of Vietnam, noting about 58,000 U.S. and 260,000 South Vietnamese soldiers. The bill would recall the 1975 Indochina Migration and Refugee Assistance Act and its roughly $455 million in resettlement funding, note the hardships and advocacy of the Vietnamese diaspora, and encourage Americans to solemnly observe Black April while reaffirming support for democracy and human rights in Vietnam.
