- Residents and nearby families would be able to ban data centers in residential areas and within 2,500 feet of homes, schools, childcare facilities, hospitals, or nursing homes. It would also require strict limits on noise and air pollution to address health risks like asthma and sleep disruption.
- Protects local water and utility systems by requiring developers to disclose projected water consumption, obtain written compatibility determinations from local water providers, and submit semiannual water-use reports for public review. The resolution notes AI data centers could use up to 32 billion gallons of water annually by 2028.
- Preserves county and municipal authority to prohibit or regulate data center development and allows statewide pauses until protections exist. It requires independent public impact reports on electricity demand, utility bills, housing and rents, and a 10-year jobs and economic accounting, and it pushes enforceable community benefit agreements plus tax and subsidy rules that include labor standards, transparency, and clawbacks even though the largest facilities typically employ fewer than 150 permanent workers.
