Faster floor rules for committee bills
If adopted, the resolution would give fast House floor rules for any bill the Committee reports. After seven days, excluding days the House is not in session, a motion to proceed would be in order. That motion would be privileged, not debatable, not amendable, and not subject to reconsideration. Debate on the bill would be limited to ten hours, split equally for and against. Amendments and a motion to recommit would not be allowed, and final votes could not be reconsidered.

If adopted, this resolution would create the Committee on the Elimination of Nonessential Federal Programs. The committee would study federal programs that are underperforming or nonessential and recommend changes or eliminations. It would send at least one report a year with findings, a list of programs, and proposed legislation and rescissions. The committee would start upon adoption and end at the close of the 120th Congress. Membership would include four members each from Appropriations, Budget, Oversight and Government Reform, and Ways and Means. The Speaker would appoint one outside member as Chair and the minority leader would appoint one outside member as Vice Chair. The Chair and Vice Chair would be from different parties, and each listed committee would include two minority-party members.
