Declares that each State has the sovereign right to exclude people who do not have the right to be there and that southern border States faced an "invasion" from 2021–2024. This nonbinding resolution would assert that paramilitary narco-terrorist cartels, terrorists, and criminal actors created an imminent danger and that the federal government failed to protect those border States, framing a constitutional claim that States may defend themselves unilaterally.
