- House employees would need a background check by the U.S. Capitol Police completed within 30 days of the first day of a Congress for existing staff or within 30 days after a new hire begins work. The check results would be shared only with the head of the employing office.
- The Chief Administrative Officer would set up agreements with the U.S. Capitol Police to carry out these checks and the rule would apply to the 119th Congress and future Congresses.
- New employees must file, within 30 days of starting, a report to the Clerk describing payments, contracts, or agreements with a foreign government during the prior three years. The Clerk would post those reports on the Office of the Clerk website and staff who are citizens or nationals of a foreign country must describe that status and identify the country. Current employees who must file would have 30 days after the rule is adopted to do so.

Foreign payment reports for House staff
If adopted, House employees who got payments from, or had contracts with, a foreign government in the 3 years before starting would have to file a report with the Clerk within 30 days of starting. The report would describe the payment or agreement and name the government. If you are a citizen or national of another country, you would also file a statement naming that country. If you already work for the House when this is adopted and must file, you would have 30 days after adoption. The Clerk would post the reports on the Office of the Clerk’s public website.
New background checks for House staff
If adopted, House employees would need a criminal background check by the U.S. Capitol Police each Congress. If you are on staff the first day of a Congress, the check would be due within 30 days. If you start later, it would be due within 30 days of your start date. Only your office head would see the results. The Chief Administrative Officer would set agreements with the Capitol Police to run the checks. This would apply starting with the 119th Congress and every Congress after.
