New temporary visas for carnival workers
This bill would create a new temporary P-4 visa for "mobile entertainment workers." It would cover people who travel to operate or service rides, games, novelties, and food or beverage concessions at carnivals, circuses, and seasonal fairs. Employers would need a Department of Labor certification. The certification must show no qualified U.S. workers are available and that hiring the foreign worker would not hurt wages or working conditions of similar U.S. workers. A spouse or child could accompany or follow to join the worker. The Departments of Homeland Security and Labor would have to publish proposed rules within 180 days and final rules within 1 year after enactment.
