Summary
Targets potential national security risks from using the "lowest-price technically acceptable" procurement method in federal purchasing. It would require the Director of the Office of Management and Budget to review how Defense and civilian agencies apply Federal Acquisition Regulation section 15.101-2 and to report the review's findings to the House Committee on Oversight and Government Reform and the Senate Committee on Homeland Security and Governmental Affairs within 180 days.
