New FHA appraiser rules and timing
If enacted, the bill would require HUD to issue a mortgagee letter or rules within 240 days of enactment. Those rules would take effect no later than 180 days after HUD issues them. After that, appraisers for FHA-insured mortgages would need to be licensed or certified in the State where the property is located. Appraisers would also need to meet USPAP competency rules before accepting assignments. Appraisers not previously approved by FHA before the effective date would need to show verifiable FHA appraisal education. Appraisers approved by FHA on or before the effective date would be exempt from that new education requirement.
Trainee appraisers, grants, and fees
If enacted, the bill would add a formal "State credentialed trainee appraiser" category to the national registry where States offer trainee credentials. States could include credentialed trainees in reports and charge an annual registry fee for trainees capped at $20. The Appraisal Subcommittee could make grants to State appraiser agencies for education, training, and workforce needs. The Subcommittee could also adopt a new fee formula to lower registry fees if current fees cause adverse consequences.
Add agencies to FFIEC list
If enacted, the bill would add the Department of Veterans Affairs, the Rural Housing Service, and HUD to a listed group in a statute related to the FFIEC. This is an administrative change. It would not directly change household benefits or costs.
