New residential construction training grants

Recipients could pay instructors, run rural training clinics, do outreach, and offer scholarships. Recipients would need to attest to compliance with federal, state, and local labor laws and the absence of certain pending enforcement actions. Recipients must report outcomes 18 months after an award and annually; the Secretary would report to Congress.
