This bill would direct the Department of Energy to study whether to create a national strategic propane reserve and how it would operate. The study would examine supply risks, storage locations and sizes, release triggers, market effects, and alternatives to a reserve.

- Families and households: The study would provide a State-by-State breakdown of propane use and evaluate how a reserve might affect prices and access during regional shortages.
- Agricultural producers: Farmers would be identified as likely consumers and get an analysis of how reserve releases could support agricultural fuel needs in disruptions.
- Armed Forces: The military is named among likely consumers and would be considered in reserve planning and release priorities.
- Propane industry and infrastructure: DOE would assess existing and needed storage, transportation, and acquisition methods to minimize market disruption when storing or releasing propane.
- Federal planning and timing: DOE, in consultation with the Energy Information Administration, would be required to finish the study within 180 days and then prepare a plan to implement the recommendations within 180 days after the study is completed.
