Ban surprise forced entries by police

This bill would prohibit federal law enforcement officers from executing a warrant until the officer gives notice of who they are and why. It would state that rule applies notwithstanding any other law. It would also require the same notice rule for State and local agencies that receive Department of Justice funds. The State and local requirement would begin in the first fiscal year after enactment and be a condition of DOJ funding in each fiscal year.
