New rules for remote cloud access

If enacted, this would add a legal definition of "remote access" and cover cloud-based access to U.S.-controlled items on the Commerce Control List. It would define which foreign persons count as "of concern," and tie "cloud infrastructure service" to NIST's Infrastructure as a Service definition. The bill would also treat provision of remote access the same as an export for licensing, enforcement, and penalties. These changes would take effect upon enactment.

Remote-access authority ends after 10 years

If enacted, this would terminate the bill's authority to impose remote-access controls ten years after the law is enacted. The termination would apply to the authority created or changed by this Act unless Congress renews it.

Commerce briefings and public report

If enacted, this would require the Secretary of Commerce to keep Congress fully informed before issuing remote-access rules, including classified briefings when needed. The Secretary would explain the security risk, the regulatory approach, and likely effects on the U.S. cloud industry. Within one year after enactment, the Secretary would publish a public report, offer recommendations, and hold a public roundtable with industry for input.
