This bill would require the Education Department, working with HHS and the Substance Abuse and Mental Health Services Administration, to develop and share model, evidence-based campus mental health and suicide prevention plans that colleges can use as templates.

Model mental health plans for campuses
If enacted, the Education Secretary would develop and share one or more evidence-based model mental health and suicide prevention action plans for colleges and universities. Work must begin no later than 1 year after enactment and the plans would be updated at least every 5 years. The plans would be aligned with SAMHSA suicide prevention programs and the Department would offer technical help to institutions that want to adopt the templates. The Secretary would report to the Senate HELP Committee and to the House Energy and Commerce and Education and Workforce Committees within 1 year after the first plan and within 1 year after each update. The bill would not create new legal requirements for institutions.
