New advisory panel for VA care
If enacted, this would create a 17-member panel to review VA health care and advise Congress. At least two members would be veterans, and members would serve five-year terms. The panel would study access, wait times, quality, referrals, workforce, IT and records, research, supplies, and buildings, and how VA care connects to Medicare, Medicaid, TRICARE, and private plans. Before it suggests changes, the panel would weigh likely budget effects.
Yearly VA care reports and data
Each year by March 15, the commission would send Congress a report with findings and any recommendations approved by a majority. It could ask federal agencies for data, and agencies would need to respond on an agreed schedule or within 180 days. Leaders of the VA committees could request extra reviews or special studies. The commission would coordinate with the VA Inspector General to avoid disrupting investigations.
Funding, staff, and pay for commission
The commission would request its own funding, kept separate, and first members would be named within 280 days after first funding. It could hire an Executive Director (pay capped at Executive Schedule level III) and staff outside normal hiring rules; staff would get Senate-style pay and benefits, and federal workers could be detailed. Members would get per diem at the level IV rate while on business, travel costs when approved, and must file public financial disclosures. The commission could contract for work, make advance or progress payments, and award grants for original research when needed. These setup rules would help the commission start quickly and run its work.
