Reduce Senators' pay during government shutdowns. This resolution would require the Secretary of the Senate to withhold from each Senator an amount equal to one day's salary for each 24-hour period a lapse in appropriations affects a pay period. The pay reduction would apply only to shutdown days occurring after the November 2026 general election. For shutdown days before that date the withheld amounts would be deposited into an escrow account and then released on the effective date to address 27th Amendment timing concerns.

Senators' pay cut during shutdowns

If adopted, this resolution would reduce Senators' pay for days a Government shutdown is in effect. For pay periods after the regularly scheduled general election for Federal office held in November 2026, the Secretary of the Senate would exclude from each Senator's pay an amount equal to one day's pay times the number of 24‑hour shutdown days in the pay period. For shutdown days before that date, the Secretary would withhold the same amount and deposit it into an escrow account. Any amounts left in that escrow would be released on the pay reduction effective date to avoid varying Senators' compensation under the 27th Amendment.
