ITC Finds U.S. Industry Is Injured

On June 2, 2025, the U.S. International Trade Commission determined that a U.S. industry is materially injured by imports of alkyl phosphate esters from China under HTSUS subheading 2919.90.50. The Commission reached this determination following investigations that began April 23, 2024.

Commerce Found Imports LTFV and Subsidized

The Department of Commerce found that imports of alkyl phosphate esters from China were sold in the U.S. at less than fair value and were subsidized, as reflected in notices published April 25, 2025 (90 FR 17373 and 90 FR 17404). Those Commerce findings are part of the record the Commission used in its June 2, 2025 determinations.
