Education Programs Now Require Citizenship Proof

If you use certain college or adult education programs — including adult education under Title II of the Workforce Innovation and Opportunity Act (2014) and postsecondary career and technical education under the Carl D. Perkins Career and Technical Education Act (2006) — those programs are now classified as “Federal public benefits” under the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA), Public Law 104-193 (1996). This means you must prove your U.S. citizenship to receive these federally funded benefits; the Department of Education also revokes and supersedes its November 19, 1997 Dear Colleague Letter that had said these programs were not covered by PRWORA.
