Alaska Fishermen Get Extra Time to Label Their Fish Hauls – Bureaucracy Bites Back

Published Date: 10/2/2025

Proposed Rule

Summary

This rule change helps fishing boats in Alaska’s Gulf and Bering Sea take a bit more time to decide how to label their fish hauls. It mainly affects trawl catcher/processors, making their work smoother and fairer, especially for those juggling different fishing programs on one trip. The update aims to keep fishing fair and organized without messing with money or deadlines.

Analyzed Economic Effects

2 provisions identified: 2 benefits, 0 costs, 0 mixed.

Standardized Haul-Labeling Time

If you operate a trawl catcher/processor in the Gulf of Alaska (GOA) or the Bering Sea and Aleutian Islands (BSAI), the rule standardizes the time limit for when you must assign a management program to each haul. This change is meant to make the timing consistent across those groundfish fisheries so vessel crews know when they must label a haul.

Extra Time for CDQ and Non‑CDQ Trips

If you are a vessel operator making a trip that includes both Western Alaska Community Development Quota (CDQ) and non‑CDQ fishing, the rule would allow you additional time to decide which management program to assign to each haul. This aims to help operators juggling different programs on the same trip make fairer and more organized haul-designation decisions.
