Final CIG Guidance Is Immediately Binding

If you are a project sponsor seeking Capital Investment Grants (CIG), the FTA's amended final policy guidance is effective immediately and is binding. FTA says it will not exempt projects from following the new guidance, so sponsors must follow the amended steps and requirements now to be considered for CIG funding.

Environmental Measure Simplified — No VMT or SCC

FTA replaced the VMT-based environmental benefits metric and removed use of the social cost of carbon (SCC) from CIG evaluations. The agency says the new approach will reduce analytical complexity and administrative burden and help expedite the CIG process.

Air-Quality Ratings Affect Project Scores

FTA will rate environmental benefits for New Starts projects using EPA air‑quality designations for CO, NO2, O3 (2015 standard), and PM2.5 (2012 standard). Projects located wholly or partially in areas designated nonattainment or maintenance for any of those pollutants will receive a "High" rating; projects wholly in attainment areas will receive a "Medium" rating. FTA clarified that projects crossing multiple areas that include any nonattainment or maintenance area will receive a High rating.

Urgent Care Removed From Essential Services Measure

FTA adopted removal of urgent care facilities from the 'access to essential services' element of the land use criterion because the Homeland Infrastructure Foundational-Level Data (HIFLD) source is no longer available. FTA notes 'essential services' account for 1.67% of the overall project rating (out of 100%).
