Published Date: 11/19/2025

Notice

Summary

HRSA is updating its HIV Quality Measures Module to help clinics and community groups improve care for people with HIV. This affects organizations funded by the Ryan White HIV/AIDS Program, who must report on how well they follow treatment guidelines. Public comments are open until December 19, 2025, and this update aims to keep HIV care top-notch without adding extra costs.

Analyzed Economic Effects

4 provisions identified: 4 benefits, 0 costs, 0 mixed.

Reporting Time Per Response Cut Sharply

If your clinic or community organization reports to the Ryan White HIV/AIDS Program using the HIV Quality Measures Module, the average time to submit one response dropped from 1 hour to 0.2333 hours (about 14 minutes). HRSA estimates total annual burden for all respondents is 1,925 hours for 2,063 respondents submitting four responses each (8,252 total responses).

Tool Can Help Qualify For Medicare Incentives

If your organization participates in Centers for Medicare & Medicaid incentive programs (for example, the Medicare Promoting Interoperability Program or the Merit-based Incentive Payment System), you may use the HIVQM Module to monitor HRSA measures that qualify for those incentives. The Module can help track measures that meet the requirements to receive incentives from these programs.

Module Use Remains Voluntary

Using the HIV Quality Measures (HIVQM) Module is voluntary for Ryan White HIV/AIDS Program (RWHAP) recipients and subrecipients. You do not have to use the HIVQM Module to meet RWHAP reporting requirements, although it is available as an online tool.

Quarterly Reporting and Comparison Tools

RWHAP recipients may enter performance measure data into the HIVQM Module up to four times a year and can generate reports to assess performance. Recipients can choose measures to monitor, enter data for specific populations, and compare their results with other recipients in their state, region, and the nation.
