Published Date: 11/26/2025

Rule

Summary

The EPA is giving a thumbs-up to Ohio’s updated air quality rules, fixing typos and updating info to keep things clear and current. This affects Ohio residents and businesses by ensuring air quality standards stay sharp without big changes or costs. The new rules kick in on January 26, 2026, unless folks speak up by December 26, 2025.

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Ohio air rules become federally enforceable

EPA is approving amendments to Ohio Administrative Code Chapter 3745-25 into Ohio's State Implementation Plan (SIP), and these approved rules become federally enforceable under Clean Air Act sections 110 and 113 as of January 26, 2026. EPA will finalize this effective date unless it receives adverse comments by December 26, 2025.

Only minor clerical edits — no new costs

Ohio's amendments correct typographical errors, update publication titles, dates, and addresses, and make style and formatting changes; they do not revise emission limits, change emission standards, or alter the scope or intent of the rules. EPA certified the action as not having a significant economic impact on a substantial number of small entities.

Does not apply to tribal jurisdiction

EPA's approval of these Ohio SIP revisions is not approved to apply on any Indian reservation land or in any other area where EPA or an Indian Tribe has demonstrated that a Tribe has jurisdiction. Those areas remain outside the scope of this SIP approval.
