Imports Could Be Blocked During 60-Day Review

The U.S. International Trade Commission received a complaint (Docket No. 3864) on December 4, 2025 about glycerol esters of rosin and their packaging imported from companies in France and Portugal. The complainant asks the Commission to issue a limited exclusion order, cease and desist orders, and to impose a bond on the alleged infringing articles during the 60-day Presidential review period (pursuant to 19 U.S.C. 1337(j)), which could lead to blocking those imports from being brought into or sold in the United States.

Short Public-Comment Window and Filing Rules

The Commission is soliciting public comments on public interest issues related to Docket No. 3864; written submissions must be filed by close of business no later than eight calendar days after the notice's Federal Register publication, be limited to five pages (inclusive of attachments), and be filed electronically through EDIS (https://edis.usitc.gov). Complainant may reply no later than three calendar days after initial submissions were due, and only electronic filings will be accepted until further notice.
