Private-sector entities that interact with the FMR will face less reporting and fewer forms, saving time and costs. GSA estimates undiscounted total net cost avoidance for public entities (large and small) of $5,818,533 over 10 years and reports Year‑1 private‑sector savings from reduced required forms of $20,636.

End of GSA Firearm Donation Program

The rule removes GSA's provisions for donating firearms to State and local government activities because the firearm donation program has ceased; those donation provisions are deleted effective December 16, 2025.
