USDA updates WTO safeguard triggers

On December 22, 2025, the USDA published updated quantity-based trigger levels that replace the previously notified levels. These triggers are the import volume thresholds that, if exceeded, may allow additional import duties under Article 5 of the WTO Agreement on Agriculture.

Raw cane sugar trigger increased for 2025-26

The trigger level for raw cane sugar is set at 1,019,296 MT for Oct 1, 2025–Sep 30, 2026; it was 754,409 MT for Oct 1, 2024–Sep 30, 2025. If imports of raw cane sugar exceed the stated trigger for the period, additional duties may be imposed under the WTO safeguard rules.

Refined sugars and syrups trigger lowered for 2025-26

The trigger level for refined sugars and syrups is set at 266,995 MT for Oct 1, 2025–Sep 30, 2026, down from 312,628 MT for Oct 1, 2024–Sep 30, 2025. If imports exceed the trigger for the stated period, additional duties may be applied under the WTO safeguard provisions.

Cotton category trigger levels changed

Quantity trigger levels for multiple cotton categories were updated for 12-month periods. Examples: Short Staple Cotton changed from 9,964 kg (Sep 20, 2024–Sep 19, 2025) to 2,794 kg (Sep 20, 2025–Sep 19, 2026); Extra Long Staple Cotton changed from 621,260 kg (Aug 1, 2024–Jul 31, 2025) to 475,007 kg (Aug 1, 2025–Jul 31, 2026); Medium Staple Cotton changed from 741 kg to 86,407 kg for the comparable periods. If imports exceed the applicable trigger, additional duties may be imposed under WTO rules.

2025 triggers set for meats, dairy, and many food products

The notice lists 2025 quantity trigger levels for many meat, dairy, and food products with Jan 1, 2025–Dec 31, 2025 periods (examples include Beef 464,032 MT; Butter 132,434,067 kg; Cheddar Cheese 14,245,546 kg; Ice Cream 18,640,174 liters). If imports of these listed products exceed their trigger levels for the period, additional import duties may be imposed under WTO safeguard rules.
