Mail Makeover: USPS Adopts Shape-Based Labeling Lists

Published Date: 12/30/2025

Rule

Summary

Starting February 1, 2025, the USPS is updating its mailing rules to use shape-based labeling lists for letters, flats, and parcels. This change affects businesses and mailers who prepare SCF mail, making sorting easier and more organized. No extra costs are expected, but everyone should get ready to follow the new labeling lists L005, L016, and L051.

Analyzed Economic Effects

3 provisions identified: 1 benefits, 2 costs, 0 mixed.

Minimum piece and weight thresholds set

The rule sets specific minimums for SCF separations and price eligibility: many SCF/LPC labeling points are required at 72 pieces and optional at 24 pieces minimum; 5-digit price or 5-digit scheme requires a full tray or 50-piece minimum; some SCF sacks for parcels require a 10-pound minimum; certain barcoded flat SCF labeling has a 20-piece minimum. These numeric thresholds affect how mail is grouped and when particular labeling or price treatments apply.

New shape-based labeling lists

If you prepare SCF mail, starting February 1, 2025 the Postal Service requires using shape-based labeling lists L005 for letters, L016 for flats, and L051 for parcels. The rule updates many Domestic Mail Manual sections so mailers must use those lists when putting Line 1 labels on sacks, trays, and pallets.

Where to deposit to claim DSCF/DSCF prices

The rule defines destination and entry facility lists for price eligibility: mailers must deposit at the DSCF/LPC/RPDC facilities listed in L005 (letters), L016 (flats), or L051 (parcels) or at a USPS-designated facility to claim certain DSCF/DSCF prices. For example, Bound Printed Matter can claim the DSCF price when deposited at a DSCF/LPC listed in L016 for flats or L051 for parcels and addressed within that facility's service area.
