FAA Fixes Breathing Rules for Safran Aircraft Oxygen Gear

Published Date: 12/30/2025

Rule

Summary

The FAA is updating safety rules for certain Aerospace & Defense Oxygen Systems SaS breathing gear used on aircraft. This new rule, effective January 14, 2026, changes how crews should put on the equipment to keep everyone safer. If you operate or maintain these systems, you’ll need to follow the new steps soon, but there’s no big cost impact expected.

Analyzed Economic Effects

4 provisions identified: 3 benefits, 1 costs, 0 mixed.

Must update PBE donning procedures

If your aircraft has Aerospace & Defense Oxygen Systems SaS portable breathing equipment (P/N 15-40F-11 or P/N 15-40F-80), you must update the instructions for how crews put on the PBE within 30 days after the rule is effective. The AD is effective January 14, 2026, so the updates must be done within 30 days of that date and must follow paragraph 3.C., “Procedure,” of Safran Aerosystems Service Bulletin 1540F-35-001 dated October 10, 2025.

Two optional ways to comply

Operators may comply by either amending applicable aircraft operation manual(s) to include the updated donning instructions or by disseminating the updated instructions to all flight and cabin crewmembers. Both methods are listed as acceptable ways to meet the AD requirement in paragraph (h) of the rule.

Pilots may record compliance for small aircraft

For aircraft certificated in any category except transport category airplanes, an owner/operator (pilot) who holds at least a private pilot certificate may perform the update and must record compliance in the aircraft maintenance records per 14 CFR 43.9(a) and 91.417(a)(2)(v). This is an allowance in paragraph (g)(2) of the AD.

Estimated compliance time and cost

The FAA estimates this AD affects about 80,000 appliances (PBE units) and that the required action takes about 1 work-hour at $85 per appliance (parts $0). The FAA estimates total cost on U.S. operators up to $6,800,000, noting it is unknown how many of the 80,000 appliances are on U.S.-registered aircraft.
