International Mail Prices Rising: Postal Shake-Up Ahead

M-bag (printed matter) rates jump 44%

Effective January 18, 2026, the price for Direct Sacks of Printed Matter to One Addressee (Airmail M‑bags) increases by 44.0 percent. If you use M‑bags to mail printed materials to a single foreign addressee, your shipping cost for that service will be substantially higher.

Most international rates rise 5.9%

Starting January 18, 2026, the Postal Service is increasing prices for Priority Mail Express International, Priority Mail International, First‑Class Package International Service, and International Priority Airmail by an average of 5.9 percent. If you send packages internationally using those services, expect higher postage bills around that percentage.

USPS introduces Delivered Duty Paid (DDP)

Beginning January 18, 2026, USPS is offering USPS Delivered Duty Paid (DDP) so senders can prepay import duties, taxes, and fees for eligible items sent as Priority Mail Express International, Priority Mail International, or First‑Class Package International Service. The initial competitive USPS DDP facilitation fee is set to $0.00, DDP is available for select countries (Exhibit 362 lists Canada, Germany, and the United Kingdom), and the service is purchasable at retail counters, via Click‑N‑Ship, USPS APIs, or USPS Global Shipping Software.

Merchandise insurance fees updated

For PMEI and PMI merchandise insurance, coverage up to $200 remains free. Starting coverage above $200, the fee for $200.01–$300.00 will be $13.85, with incremental fees increasing by tier and a maximum indemnity (varies by country) up to $5,000. The posted table sets specific fees for each indemnity tier.

French overseas regions moved to Price Group 15

The Postal Service changed country group assignments so French Guiana, Guadeloupe, Martinique, and Reunion are assigned to Price Group 15 for Priority Mail Express International and Priority Mail International, and First‑Class Mail International is set to Price Group 5. The International Priority Airmail foreign office of exchange code for those locations is listed as ROI. These classification changes are effective January 18, 2026.

Customs clearance fee raised to $9.35

The competitive customs clearance and delivery fee per dutiable item will increase to $9.35 starting January 18, 2026. If your outbound item is dutiable and requires the competitive customs clearance service, expect this per‑item fee.

Certificate of Mailing prices set

The rule sets international competitive Certificate of Mailing prices: individual article (PS Form 3817) is $2.40, duplicate copy per page $2.40, firm mailing sheet per piece (minimum 3) $0.70. For bulk quantities, the first 1,000 pieces (or fraction) are $13.50 and each additional 1,000 (or fraction) is $1.70. These fees take effect January 18, 2026.

Money‑back guarantees and GXG suspension

Global Express Guaranteed (GXG) service was suspended as of September 29, 2024. The Priority Mail Express International Money‑Back Guarantee is suspended for several destinations until further notice. These changes affect expectations for refunds or guaranteed delivery for affected international shipments.
