Summary

The Millennium Challenge Corporation (MCC) is asking for public feedback on their plan to bring back a form that researchers use to request access to special data. This affects university folks and students who want to analyze MCC-funded info. Comments are open until February 12, 2026, and there’s no big cost impact—just a smooth way to keep data sharing safe and organized.

Analyzed Economic Effects

3 provisions identified: 1 benefits, 2 costs, 0 mixed.

Restricted data access returns

The Millennium Challenge Corporation is reinstating the MCC Restricted Data Use Application so researchers can request access to MCC-funded restricted data. This affects university and college faculty and students who want to analyze MCC data and access will only be granted to users who meet MCC's eligibility criteria and agree to confidentiality terms.

Application requires CV, proposal, IRB, agreement

To get access, each person who will use the restricted data must provide name and contact information, a CV/resume/biosketch, a research proposal explaining the need for the data, evidence of Institutional Review Board (IRB) approval or exemption, and a signed restricted data use agreement. The application will be submitted electronically and reviewed by MCC and its data steward, ICPSR.

Small time burden for applicants

MCC estimates about 10 new respondents per year, with an average burden of 90 minutes per application and an estimated total annual burden of 15 hours. Responding is voluntary.
