Guidelines and Burden for Section 253 Petitions

Under OMB Control 3060-0859, the FCC is extending collection of suggested guidelines for petitions under Section 253. The collection is voluntary, covers 24 respondents and 24 responses, and each response is estimated to take 63 to 125 hours (total annual burden 1,698 hours); comments are requested by March 23, 2026. The information is used by the Commission to resolve petitions seeking preemption of state or local legal requirements that allegedly prohibit entities from providing telecommunications services.

Inside Wiring Info Provided on Request

Under OMB Control 3060-0790 (Section 68.110(b)), telephone companies must provide any available technical information about carrier-installed inside wiring to the building owner or the owner's agent upon request. Providers may charge a reasonable fee that shall not exceed the cost of locating and copying the documents or may let the owner review and copy the records (and may require a deposit); noncompliance is mandatory-subject to forfeitures. The collection covers 200 respondents, 1,200 responses, an estimated 1 hour per response, total annual burden 1,200 hours and total annual cost $5,000; comments are requested by March 23, 2026.
