Analyzed Economic Effects

3 provisions identified: 0 benefits, 2 costs, 1 mixed.

State Medicaid MEQC Reporting Required

State Medicaid (and where applicable CHIP) agencies must submit MEQC pilot planning documents and MEQC case-level and CAP reports under 42 CFR sections 431.814(b), 431.816, and 431.820. This is Form CMS-319 (OMB control number 0938-0147); CMS lists 35 respondents, 647 responses, and a total annual burden of 9,840 hours.

Contraceptive Coverage Self-Certification Reinstated

CMS is requesting reinstatement of the information collection related to coverage of certain preventive services under the ACA (Form CMS-10653, OMB control number 0938-1344). Eligible organizations may self-certify (using EBSA Form 700) to claim exemptions or accommodations for contraceptive coverage; issuers or third-party administrators receiving self-certification must provide or arrange separate payments and notify participants. CMS reports 60 respondents, 595,312 annual responses, and 72 total annual hours, and notes revocation of an accommodation becomes effective the first day of the first plan year that begins on or after 30 days after the date of revocation.

Non-Exchange Data Collection Reinstated

If you are a web‑broker or insurance issuer using the Classic DE or EDE pathways on HealthCare.gov, CMS has reinstated an information collection (Form CMS-10666, OMB control number 0938-1329) so you can submit requests to deviate from how standardized plan options display. This collection is annual, lists 115 respondents, and totals 215 annual hours.
