All New Phones Must Be HAC

Starting January 26, 2026, every future wireless handset model sold or used in the United States must be hearing aid compatible (HAC). This rule is designed so consumers with hearing loss can access the same phone models as people without hearing loss.

Bluetooth Pairing Requirement for Hearing Aids

The rules require that a certain number of handset models meet Bluetooth coupling requirements so phones connect more reliably with hearing aids, including over-the-counter hearing aids. Handset manufacturers must submit a sworn declaration stating the Bluetooth coupling standard used and that the handset was tested for compliance.

Clear Labels and Digital Info for HAC Phones

Handset packaging must show whether a model is hearing aid compatible and must report conversational gain with and without hearing aids where applicable, and whether it meets telecoil or Bluetooth coupling (and which Bluetooth technology). Manufacturers may use digital labeling (a QR code and website) and must provide internal-package instructions on hearing-aid compatibility settings and how to turn them on or off.
