ASTM Revision May Become Mandatory

ASTM notified CPSC on January 20, 2026 that it published a revised voluntary standard (ASTM F1235-25). Under the law, if CPSC does not notify ASTM within 90 days that it rejects the revision, the revised standard becomes a mandatory consumer product safety standard 180 days after January 20, 2026 (i.e., July 19, 2026). Comments to inform CPSC's assessment are due by February 12, 2026.

Safety Rules Address Hazards To Children

The mandatory standard for portable hook-on chairs includes performance requirements, test methods, and requirements for warning labels and instructions to address hazards to children. The 2016 and 2018 incorporated standards specifically targeted hazards to children, and CPSC is assessing the 2025 revision for the same safety effects.

Read-only copies of the currently incorporated standard (ASTM F1235-18) and the revised standard (ASTM F1235-25), including red-lined changes, are available at no cost on ASTM's website. Interested parties can also purchase copies from ASTM or schedule an appointment to inspect copies at the CPSC Office of the Secretary in Bethesda, MD.
