Summary

The Department of Defense wants your thoughts on a new form that helps domestic abuse victims report safely. They’re checking if the form is useful, clear, and not too much work to fill out. If you have ideas or concerns, send them in by April 3, 2026—this helps make sure the form works well without wasting anyone’s time or money.

Analyzed Economic Effects

2 provisions identified: 1 benefits, 1 costs, 0 mixed.

Choice: Restricted vs Unrestricted Report

The Department of Defense proposes DoD Form 2967 (OMB Control Number 0704-0666) to record a domestic abuse victim’s decision to file a restricted or an unrestricted report. A restricted report lets you receive advocacy and counseling without notifying command or law enforcement; an unrestricted report notifies command and law enforcement, can be used to start an investigation under DoDM 6400.01, Volume 3, and may lead to entry into the Central Registry (DoDM 6400.01, Volume 2).

Paperwork Time Burden on Respondents

The DoD estimates 20,000 respondents will complete the form annually, with an average burden of 1.25 hours per response and total annual burden of 25,000 hours. The form is filed 'on occasion' and the agency is seeking comment on the accuracy of these burden estimates.
