No HHS-Certified Oral Fluid Labs

As of February 2, 2026, there are no HHS-certified laboratories approved to conduct drug and specimen validity tests on oral fluid specimens. Federal agencies seeking HHS-certified oral fluid testing cannot currently find a certified laboratory on the HHS list.

IITFs Not Allowed To Do Oral Fluid Testing

HHS does not allow Instrumented Initial Testing Facilities (IITFs) to conduct oral fluid drug testing under the Mandatory Guidelines. IITFs remain eligible to conduct urine testing only under HHS rules.

DOT-Regulated Specimens Not Tested By IITFs

The notice states: 'DOT does not allow IITFs to test DOT-regulated specimens.' That means specimens subject to Department of Transportation rules cannot be processed by IITFs.

Some Certified Labs Restricted To VA/DoD Staff

The Minneapolis Veterans Affairs Medical Center Forensic Toxicology Laboratory is HHS-certified but testing is for Veterans Affairs (VA) employees only. The US Army Forensic Toxicology Drug Testing Laboratory is HHS-certified but tests for Department of Defense (DoD) employees only.
