Boston Harbor Locks Down for Epic Sail Party: No Boating Allowed!

Published Date: 2/11/2026

Proposed Rule

Summary

From July 10 to 16, 2026, Boston Harbor will have special rules to keep everyone safe during Sail Boston’s 250th Anniversary celebration. Certain areas will be off-limits for boats, and some anchoring spots will be temporarily closed. If you boat or work on the water there, plan ahead and watch for updates—these changes help make the big ship party smooth and secure!

Analyzed Economic Effects

6 provisions identified: 1 benefits, 4 costs, 1 mixed.

No-Go Safety Zones Around Tall Ships

From July 10 through July 16, 2026, the Coast Guard would establish safety zones around participating tall ships: a 100-yard radius while anchored in Broad Sound (July 10–11), 1,000 yards ahead/astern and 100 yards to each side during transit on July 11, and a 25-yard zone around moored tall ships from July 11 through July 16. You may not enter or remain in these zones without permission from the Captain of the Port or the COTP's on-scene representative.

Anchorage Grounds Temporarily Suspended

Anchorage grounds listed in 33 CFR 110.138 for Boston Harbor (Anchorage 1–Bird Island, 2–President Roads, 3–Long Island, 4–Castle Island, and 5–Explosive Anchorage) would be temporarily suspended from July 11, 2026 through July 16, 2026. Vessels cannot use those anchorages during that period.

Traffic Pattern and Speed Limits on Harbor

During the regulated period (enforced from 11:59 p.m. July 10, 2026 through 4 p.m. July 16, 2026), vessel operators must follow a counterclockwise traffic pattern around Boston Inner Harbor and operate at no-wake speeds not to exceed five knots unless authorized by the Captain of the Port. The COTP or designated representatives will direct vessel movements.

Ferry Exemption From Traffic Pattern

Commercial ferries moving between their normal route stops within the regulated area are exempted from the mandatory counterclockwise traffic pattern so they can continue established ferry operations with minimal disruption during the event.

Size-, Height-, and Time-Limited Spectator Areas

The rule establishes 13 temporary spectator areas with explicit size, height, and time limits (examples: Spectator Areas 1 and 2 reserved for recreational vessels 45 feet or less with superstructures ≤10 feet; other areas limit height to 50 feet or restrict overnight stays). Many spectator areas are available from 6 a.m. July 10 through 5 p.m. July 11, 2026, or from 6 a.m. until 4 p.m. on July 11, 2026, depending on the area.

Security Zones for U.S. and Foreign Naval Vessels

Security/protective zones will be enforced around U.S. Navy and foreign naval vessels in the Sector Boston zone: a Naval Force Protective Zone for U.S. Navy vessels while transiting or moored (enforced July 11–16, 2026) and a 100-yard security zone around each foreign naval vessel (effective July 10, 2026 at 12:01 a.m. through July 16, 2026 at 11:59 p.m.). In some cases (Spectator Area 8) a 500-yard Naval Protective Zone may be established if a foreign naval vessel is anchored there.
