Published Date: 2/27/2026

Notice

Summary

The Health Resources and Services Administration is updating the Ryan White HIV/AIDS Program Part F Dental Services Report, which helps dental schools get funding to train providers and offer care to people with HIV. They’re asking for public comments by March 30, 2026, before final approval. This update affects dental education programs and aims to keep support flowing smoothly without extra costs or delays.

Analyzed Economic Effects

4 provisions identified: 3 benefits, 1 costs, 0 mixed.

Web-Based DSR Submission Platform

Since 2022 HRSA has provided a secure web-based DSR platform that lets authorized RWHAP DRP applicants and CBDPP recipients enter and submit aggregate data, view submission status, and avoid emailing datasets to HRSA. The notice says the DSR website contributed to an overall decrease in reporting burden hours.

Estimated Annual Reporting Burden Hours

HRSA estimates total annual burden of 1,810 hours for this information collection: 56 DRP applicants each averaging 32.0 hours (1,792 hours) and 12 CBDPP recipients each averaging 1.5 hours (18 hours).

DSR Used to Verify Eligibility and Reimbursements

HRSA will use the DSR annually to verify applicant eligibility and determine reimbursement amounts for Dental Reimbursement Program (DRP) applicants and to document program accomplishments for Community-Based Dental Partnership Program (CBDPP) recipients. The DSR collects program information, client demographics, service types, funding, training, and narratives about services and partnerships.

DSR Data Field Changes

HRSA is revising the Dental Services Report (DSR) questions: it will remove the question regarding gender, add an "Unknown" response option for the "Sex at Birth" variable, and remove "People and Communities Disproportionately Impacted by HIV" from section 4. These are described as minor modifications to the DSR data reporting tool.
