If a voting member vacates their appointment, the Secretary will appoint an alternate to fill the unexpired term. These rules are effective February 27, 2026.

Company Representation Limit Enforced

A maximum of two individuals from any single company or its affiliates may serve on the Board at the same time; current members will not necessarily be replaced with another representative of the same company. This change is effective February 27, 2026.

Disqualification and Removal Rules Updated

If a Board member (or alternate) who was appointed as a manufacturer 'ceases to qualify as a manufacturer,' that person shall be disqualified from serving. All members serve at the pleasure of the Secretary, and the Board may recommend to the Secretary that a member be removed. These rules are effective February 27, 2026.
