Quarterly LIHEAP Reports Continue

The Administration for Children and Families is requesting a 3-year extension of the LIHEAP Quarterly Reports (OMB #: 0970-0589) after the current expiration of October 31, 2025. States, tribes, and territories will keep sending brief quarterly reports that record total households assisted, prevention/restoration occurrences, and the percent of LIHEAP funds obligated by component.

Per-Report Time Raised to 16 Hours

ACF increased the estimated time per LIHEAP Quarterly Report response from 12 hours to 16 hours. There are 185 respondents submitting 4 reports each year, producing an annual burden of 11,840 hours across respondents.

Carryover/Reallotment Report Consolidated

Beginning with Quarter 4 (due October 31, 2025) ACF proposes to discontinue the separate LIHEAP Carryover and Reallotment Report (OMB #: 0970-0106) and instead include its primary data elements in Section III of the Quarter 3 (due July 31) and Quarter 4 reports. Section III will separate estimated (Q3) and final (Q4) carryover and reallotment amounts and add a remarks field for carryover requests.

Quarterly Data Supports Timely Oversight

ACF will use the nearly real-time quarterly data to track in 'real time' the number of households served, address challenges (like obligating funds or outreach problems), support training needs, and update public dashboards so decision makers can monitor grantee progress.
