Operating Reactor Annual Fee Increased

The NRC proposes to set the FY 2026 annual fee per operating power reactor at $5,553,000, up from $5,319,000 in FY 2025, and to assess a spent fuel storage/reactor decommissioning fee of $323,000, for a combined estimated annual fee of $5,876,000 per operating reactor.

Professional Hourly Rate Rises to $336

The NRC is proposing to raise its professional hourly rate from $318 to $336 (about a 5.7% increase). That higher hourly rate is used to calculate service fees and many flat application fees, so companies that pay NRC hourly charges or have applications pending may pay more per staff-hour billed.

Reduced Hourly Rate Up to $154

The NRC proposes the Reduced Hourly Rate for advanced nuclear reactor applicants and pre-applicants at $154 per hour, up from $148 (about a 4.0% increase). This reduced rate applies instead of the full professional hourly rate for eligible advanced reactor activities.

Flat Application Fees Rise (Examples Given)

The NRC proposes to increase flat application fees by using the new $336 professional hourly rate when multiplying average staff hours, and it will round fees (e.g., fees under $1,000 to the nearest $10). Example changes shown include Radiographers rising from $31,700 to $34,000, Medical Other from $21,600 to $23,200, and All Other Specific Byproduct Material Licensees from $15,600 to $16,600.

Low-Level Waste Surcharge: $3.250 Million

The NRC proposes a generic low-level waste (LLW) surcharge of $3.250 million for FY 2026. The proposed allocation is 85.6% ($2.782 million) to Operating Power Reactors, 11.4% ($0.370 million) to Fuel Facilities, and 3.0% ($0.097 million) to Materials Users.

Fixed Caps on Service Fees Under E.O. 14300

The NRC proposes amendments to establish fixed caps on service fees for requested activities that involve issuance of a final safety evaluation to implement section 5(a) of Executive Order 14300. The rule states these fixed caps would drive increased efficiency and accountability in NRC licensing and other requested activities.
