US Airlines Must Report Foreign Flights and Fees Quarterly to BEA

Published Date: 3/16/2026

Notice

Summary

U.S. airlines that fly passengers or cargo internationally must fill out a quarterly survey about their foreign earnings and expenses. This helps the government understand how U.S. airlines impact trade and the economy worldwide. Airlines have 30 days after each quarter to submit their reports, making it a quick but important task with no direct cost but big economic value.

Mandatory Quarterly BE-37 Reporting

If you operate a U.S. airline that flies passengers or cargo internationally, you must complete the BE-37 survey each quarter if your covered revenues or covered expenses were $500,000 or more in the previous year or are expected to be $500,000 or more during the current year. Completed reports must be submitted within 30 days after the end of each quarter. The survey is mandatory under federal law.

Who BEA Will Contact and Burden Estimate

BEA will mail reporting instructions and contact U.S. persons who are required to complete the BE-37. If BEA does not contact you, you have no reporting responsibilities. The Office of Management and Budget approval estimates the public reporting burden at an average of 5 hours per response.
