NOAA will change the Fishing Effort Survey (FES) from bi-monthly to monthly administration. NOAA tested monthly sampling in 2024 and found the monthly design produced more timely and accurate estimates of fishing activity; this change affects recreational anglers in coastal states from Maine through Florida and in Hawaii who may be sampled under the monthly design.

Pilot to encourage online reporting

The collection will include a pilot study testing a web-push survey design that encourages online reporting before offering a mail response. NOAA will evaluate the pilot on data quality, timeliness of reporting, and cost.

Respondent time burden and scale

The FES will be asked of individuals or households with an estimated 112,500 respondents, an estimated 5 minutes per response, and an estimated total annual burden of 9,338 hours. The collection is voluntary and the notice estimates the total annual cost to the public as $0.
