Mandatory 5% Annual Emission Cuts

Because the EPA proposes to find the San Joaquin Valley failed to attain the 2006 24-hour PM2.5 standard, the State must submit a revised SIP that provides for an annual emissions reduction of not less than 5 percent of direct PM2.5 or a PM2.5 plan precursor (based on the most recent inventory) from the date of SIP submittal until attainment. The CAA requires the SIP revision and quantitative milestones tied to this requirement.

Widespread PM2.5 Violations; Health Risks

EPA's 2017–2019 monitoring shows 16 of 17 San Joaquin Valley sites had 24-hour PM2.5 design values above the 35 micrograms per cubic meter standard, and EPA notes the Valley continued to violate the standard with a 2024 design value of 48 micrograms per cubic meter. The rule highlights health risks from PM2.5 for older adults, people with heart and lung disease, and children.
