Summary
National Windstorm Impact Reduction Act Reauthorization of 2015 Amends the National Windstorm Impact Reduction Act of 2004 to revise provisions governing the National Windstorm Impact Reduction Program and to reauthorize the Program through FY2017. Defines the "Director" of the Program to mean the Director of the National Institute of Standards and Technology (NIST) (currently, the Director of the Office of Science and Technology Policy). Designates NIST as the entity with primary responsibility for Program planning and coordination and expands the responsibilities of the other Program agencies, which include the National Science Foundation (NSF), the Federal Emergency Management Agency (FEMA), and the National Oceanic and Atmospheric Administration. Requires NIST to: (1) ensure that the Program includes the necessary components to promote implementation of windstorm risk reduction measures, (2) support the development of performance-based engineering tools, (3) request the assistance of other federal agencies as necessary, (4) coordinate all federal post-windstorm investigations, and (5) issue recommendations to assist in informing the development of model codes. Requires NSF to support research in economic and social factors influencing windstorm risk reduction measures. Requires FEMA to: (1) promote the adoption of windstorm preparedness and mitigation measures, including for households, businesses, and communities; and (2) work closely with national standards and model building code organizations to promote the implementation of research results and promote better building practices within the building design and construction industry. Requires the Directors of the Program agencies to each include in their agency's annual budget request a description of their agency's projected activities under the Program and an assessment of what they plan to spend on those activities. Replaces provisions establishing an Interagency Working Group with provisions establishing the Interagency Coordinating Committee on Windstorm Impact Reduction to oversee Program planning and coordination and to develop and submit to Congress a strategic plan, progress report, and coordinated budget for the Program. Revises provisions providing for the establishment of an Advisory Committee on Windstorm Impact Reduction (currently, the National Advisory Committee on Windstorm Impact Reduction), which shall: (1) provide recommendations to be considered by federal agencies in implementing the Program; and (2) offer assessments of the priorities of the Program's strategic plan, coordination of the Program, and Program revisions. Terminates the Committee on September 30, 2017.

114-hr-985 — Concrete Masonry Products Research, Education, and Promotion Act of 2015
Concrete Masonry Products Research, Education, and Promotion Act of 2015 This bill directs the Secretary of Commerce to issue orders applicable to manufacturers of concrete masonry products. Any such order must provide for the establishment of a Concrete Masonry Products Board to carry out a program of promotion, research, and information regarding concrete masonry products. Manufacturers and importers shall maintain, and make available, specified records. An order must also provide that assessments be paid by concrete masonry product manufacturers with respect to concrete masonry products manufactured and marketed in the United States. Assessment rates are specified. At least 50% of the assessments paid by a manufacturer must be used to support research, education, and promotion plans and projects in support of the geographic region of the manufacturer. During the 60-day period preceding the proposed effective date of an order, the Secretary shall conduct a referendum for order approval among the manufacturers required to pay assessments under it. Referendum procedures are outlined. The bill allows petition and review of an order, and order enforcement through U.S. district courts. The Secretary: (1) may conduct appropriate investigations in order to administer this Act (with power of subpoena); and (2) must suspend or terminate any order or provision that obstructs or does not tend to effectuate the purposes of this Act, or that is not favored by persons voting in a referendum.

Filipino Veterans of World War II Congressional Gold Medal Act of 2015 Directs the President pro tempore of the Senate and the Speaker of the House of Representatives to make appropriate arrangements for the award of a single Congressional Gold Medal to the Filipino Veterans of World War II in recognition of their dedicated service during World War II. Requires that the medal, following its award, be given to the Smithsonian Institution where it will be available for research and for display at other appropriate locations associated with such veterans.

Reforming CFPB Indirect Auto Financing Guidance Act Declares without force or effect Consumer Financial Protection Bureau (CFPB) Bulletin 2013-02 (Indirect Auto Lending and Compliance with the Equal Credit Opportunity Act), published March 21, 2013. Amends the Consumer Financial Protection Act of 2010 to direct the CFPB, when proposing and issuing guidance primarily related to indirect auto financing, to: provide for a public notice and comment period before issuing the guidance in final form; make publicly available all information relied on by the CFPB; redact any information exempt from disclosure under the Freedom of Information Act; consult with the Board of Governors of the Federal Reserve System, the Federal Trade Commission, and the Department of Justice; and study the costs and impacts of the guidance to consumers and women-owned, minority-owned, and small businesses.

Korean War Veterans Memorial Wall of Remembrance Act of 2015 Authorizes a Wall of Remembrance, as part of the previously authorized Korean War Veterans Memorial, to include: (1) a list by name of members of the U.S. Armed Forces who were killed in action; (2) the number of members who were wounded, listed as missing in action, or prisoners of war; and (3) the number of members of the Korean Augmentation to the U.S. Army, the Republic of Korea Armed Forces, and the other nations of the United Nations (U.N.) Command who were killed, wounded, missing, or prisoners. Prohibits using any federal funds to construct the Wall.
114-hr-5292 — Air Traffic Controller Hiring Improvement Act of 2016
Air Traffic Controller Hiring Improvement Act of 2016 This bill directs the Federal Aviation Administration (FAA), in appointing air traffic controllers, to give preferential consideration to qualified individuals maintaining 52 consecutive weeks of experience involving the active separation of air traffic after receipt of an air traffic certification or facility rating within 5 years of application while serving at an FAA air traffic control facility, a civilian or military air traffic control facility of the Department of Defense, or a tower operating under contract with the FAA. The FAA shall consider additional applicants by referring an approximately equal number of employees for appointment among two applicant pools. The number referred from each group shall not differ by more than 10%. Pool one shall consist of applicants who: have successfully completed air traffic controller training and graduated from an institution participating in the Collegiate Training Initiative program and have received an appropriate recommendation or endorsement from such institution, are eligible for a veterans recruitment appointment and provide a Certificate of Release or Discharge from Active Duty within 120 days of the announcement closing, are veterans eligible for veterans' benefits who maintain aviation experience obtained in the course of the individual's military experience, or are preference eligible veterans. Pool two shall consist of applicants who apply under a vacancy announcement recruiting from all U.S. citizens. The FAA: (1) may not use a biographical assessment when hiring, (2) must provide an individual who applied in response to a specified 2014 vacancy announcement and was disqualified as the result of a biographical assessment an opportunity to reapply under the revised hiring practices, and (3) must waive any maximum age limit for such reapplying applicants who met such requirement when they applied under such announcement. Otherwise, the maximum age limit for an original appointment as an air traffic controller under this bill shall be 35 years of age. The FAA shall consider directly notifying secondary schools and institutes of higher learning of a vacancy announcement for pool one applicants.
114-hr-4938 — Free File Act of 2016
Free File Act of 2016 This bill requires the Department of the Treasury to continue to operate the Internal Revenue Service (IRS) Free File Program. The program must work with state government agencies to enhance and expand the use of the program, while continuing to: provide free commercial-type online individual income tax preparation and electronic filing services to the lowest 70% of taxpayers by income; provide all taxpayers (regardless of income) with a basic, online electronic fillable forms utility; and work with the private sector to provide the free tax preparation and electronic filing services. Treasury must work with the private sector through the program to identify and implement innovative new program features to improve and simplify the taxpayer's experience with completing and filing individual income tax returns. The IRS and members of the tax software and electronic industry involved in the program must support and promote improvements within the program by mutually testing, piloting, and offering innovative solutions to: simplify the tax system, reduce compliance and reporting burdens, increase tax return accuracy through financial data authentication, strengthen the tax system against fraud through cybersecurity collaboration, avoid duplication, and maximize the use of electronic technology.
