If ratified, this amendment would let the President cut a specific spending amount in a bill he signs. The President would have to tell the House and Senate within 10 days after the cut. Congress could vote to reject the cut, and it would take a two-thirds vote in both chambers to restore the original amount. If Congress does not reject it, the lower amount would become law. This would apply only to appropriations in bills sent under Article I, section 7. It would take effect only if three-fourths of state legislatures approve it within seven years.
