Churchill Museum landmark designation

If enacted, America's National Churchill Museum at Westminster College would be designated a National Historic Landmark. The Secretary of the Interior would be authorized, after consulting the State, City, and College, to enter cooperative agreements with public or private groups to protect the Landmark and run educational and interpretive programs. The Secretary would be able to provide technical and financial assistance to any group that has such an agreement. The Secretary would be required to do a special resource study on the site's national significance, options for preservation or National Park Service inclusion, and cost estimates, and to report to the Senate Energy and Natural Resources Committee and the House Natural Resources Committee within three years after funds are first provided. The designation would not change how the State, the City, or Westminster College run the property, and owners could still take actions they could before.
