Recurring sanctions on Russian officials and supporters

If enacted, the President would need to decide within 15 days, and then every 90 days, whether Russia or its agents are refusing peace, violating a peace deal, invading again, or trying to topple Ukraine’s government. After each finding, the government would have to sanction many groups: top Russian officials, oligarchs, companies in key sectors, foreign suppliers to Russia’s military, and others who benefit the Russian government or help evade sanctions. Measures would include blocking property, visa bans, and stopping U.S. persons from doing business with designated people. Any remaining CAATSA section 235 sanctions would also be applied. There would be clear definitions, narrow exemptions for humanitarian aid and certain intelligence or treaty‑required admissions, and IEEPA civil and criminal penalties for violations.

Investor bans on Russian-linked securities

If enacted, U.S. persons would be banned from buying Russian government bonds starting 15 days after a covered determination. Once a covered determination is made, U.S. persons would also be barred from investing in Russia’s energy sector. Within 15 days, U.S. financial institutions, including funds and private equity, could not invest in Russian government‑owned or military‑controlled entities. The SEC would have to stop trading on U.S. exchanges for securities tied to Russian officials or Russian government‑owned entities within 15 days.

Tight limits on Russian banking and payments

If enacted, within 15 days of a covered determination, the government would block major Russian banks and ban U.S. persons from dealing with them. U.S. banks could not open or keep correspondent or payable‑through accounts for these institutions. Global payment networks that keep serving sanctioned banks could also face sanctions. Banks and SEC‑registered brokers would have to stop processing transfers to or from Russia, or for Russian officials, within 15 days. A narrow exception would allow licensed transactions that do not touch Russian‑affiliated accounts.

Huge tariffs and energy trade bans

If enacted, imports from Russia would face at least a 500% tariff within 15 days of a covered determination. Goods from countries that knowingly trade in Russian oil, gas, uranium, or petrochemicals would also face at least a 500% tariff, with actions recurring every 90 days. The U.S. Trade Representative could recommend items to tax above 500%. The President could grant one national‑security waiver for up to 180 days. The bill would also ban exporting U.S. energy to Russia within 15 days and would ban importing Russian‑origin uranium, even through other countries, with recurring sanctions on Rosatom officials and those who knowingly trade that uranium.
